Dr. Jay was born in Pampa, attended Pampa schools and graduated from Pampa High School in 1969. He received a BS degree from Texas Tech in biology with a minor in chemistry and graduated from Baylor College of Dentistry. He has practiced in Pampa since 1976.

Cosmetic and restorative dentistry have been an important part of his dental practice for many years. Dr. Jay has taken hundreds of hours of continuing education in both these disciplines.

Dr. Jay has held several offices in the Panhandle District Dental Society, including president, and served on the Peer Review Committee of that Society. He has served on the Century Club Board at Baylor College of Dentistry. He is a member of the American Dental Society, the Academy of General Dentistry, the Texas Dental Society and the American Orthodontic Society.  He was nominated by the Panhandle Academy of General Dentistry for Texas Dentist of the Year in 2005.  Recently, he was voted “Best Dentist” in Gray County for 2014. In October of 2014, Dr. Jay was inducted into The American College of Dentistry and The International College of Dentistry and is now a fellow in each.

Community service is also an important issue to Dr. Jay. He served a term on the Pampa City Commission and is currently serving his fifth term on the Pampa Independent School District Board of Trustees. Since 1982 he has been the vice president of the Pampa Youth and Community Center. Dr. Jay has served as president of the local chapter of the American Heart Association. He is a Past President of the Pampa Lions Club and has received the Jack Wiech Fellow award for service to the children of the Texas Lions Camp. Dr. Jay has had two terms on the Pampa High School Choir booster board, one year as president.  Dr. Jay is a founding member of the Pampa Education Foundation, an organization formed to create and sustain a coalition of businesses and citizens to support funding for innovative programs and initiatives that enrich educational opportunities for Pampa I.S.D. students and staff.  He is a 2013-2014 PHS Harvester Hall of Fame inductee.

Dr. Jay is very active in his church. He taught 12th grade Sunday School for 23 years and is now the director for a young adult class. He completed two terms as chairman of the deacons and is busy in most of the activities of his church.
